Game Development Policy Paper

This policy paper analyzes the current state of the rapidly growing digital gaming sectors in Türkiye, Lithuania, Bosnia and Herzegovina, and Norway, providing a comprehensive evaluation of the challenges and opportunities within these countries. It serves as a guide for policymakers to identify gaps and implement effective strategies to enhance the growth of the gaming industry in each nation.

Key challenges highlighted in the document include difficulties in accessing funding for game developers, a lack of post-seed investments, outdated regulations, and insufficient infrastructure. In particular, the lack of technological infrastructure investments stands out as a significant factor that limits innovation and collaboration within the sector.

The paper outlines detailed steps for implementing these policy recommendations, including resource allocation, timelines, and clearly defined roles and responsibilities for stakeholders in each country. Regular monitoring and evaluation processes are suggested to track progress and adjust strategies as needed. Overall, this policy paper provides a clear roadmap for policymakers to close the existing gaps and support the sustainable growth of the gaming industry, enhancing the global competitiveness of Türkiye, Lithuania, Bosnia and Herzegovina, and Norway.
